Browser font size adjusting

Zooming in browsers come in two ways. Zoom with all elements resizing and from the early days zoom adjusted the font size only. WCAG 2.0 is unclear in what they mean with Success Criterium 1.4.4. So if you want to be certain that all users can use your website, test them both ways for zoom.
